The Property
The application site is located on the eastern edge of the built up area of Barnstaple. It has a site area of about 4.20 hectares (10.38 acres) and currently consists of pasture land. The site lies c. 1 km from Barnstaple town centre.
At its western end the site adjoins North Road, part of the A39, which is the principal road running broadly east to west on or close to the north Somerset and Devon coast. The sole proposed access to the site is from North Road. To the north lies the North Devon District Hospital, the largest facility in this part of the County.
The eastern boundary has superb views to open countryside, and the southern boundary adjoins a housing development at the western end and open land at the eastern end. Higher Raleigh Road runs east west 50 metres or so south of the site; to the south of this lies the floodplain on the north bank of the River Yeo.
The site slopes from north to south. The permitted development lies either side of a linear road to the north of the site, where it is at its flattest. The land to the south of the site is proposed for public open space and attenuation.

The North Devon Link Road (A361) and the Atlantic Highway (A39) run east-west, connecting the area to the M5 and to north Cornwall. Rail travel is provided by the improved Tarka Line, connecting Barnstaple and Exeter Central stations.
Barnstaple also acts as the gateway to many of North Devon’s best beaches, including Croyde, Woolacombe and Saunton Sands.
The North Devon and Torridge Local Plan 2011-2031 confirms, Barnstaple will be the focus for future
growth in northern Devon. Significant levels of development will be accommodated in the town consistent with its scale and strategic importance as a service and employment centre.
